[Mapserver-users] Plotting state boundaries

Hi,
Is it possible to plot a map with only state boundaries using mapserver
just like it is possible to plot using any map plotting tools?
If not then is it possible to convert an image (tiff/jpeg/postcript)
generated by any plotting software to a shapefile.
