Well, since it is OK for someone to setup a WMS with no queryable layer 
I think this warning could be misleading.  Perhaps we could produce a 
warning only if a layer has a template set but doesn't have dump true:

<!-- WARNING: This layer is queryable but doesn't have DUMP TRUE so no 
output will be produced for info format GML -->

BTW, this DUMP TRUE behavior is likely to change when we get to bug 300:
