I don't know if your file needs a world file, I'm very new to this as well.  The world file is described at the bottom of:

http://mapserver.gis.umn.edu/doc40/raster-howto.html

I have gdal installed and used gdalinfo <datafile.tif> to determine the file's coordinates.  This will also show you if the EXTENT setting in the map file is correct.

Would any of the wizards let us know if mapserver requires a world file if the file is not a geotiff?
