[Mapserver-users] Is it possible to display WMS layers as part of a GIF legend

You could try setting KEYIMAGE in your layer to point to a small legend 
icon that would be used for that layer.  I'm not sure when that was 
added (4.0 or 4.1?) and didn't try it myself, but that should do the trick.
