[Mapserver-users] trouble customizing

hello..

i have been trying to work with my mapserver GIS tool...

the demo example works fine on my server with the state_ugl .shp , .dbf, 
.shx files

but when i tried to use the shape files from the US national gov site 
statesp020.shp, .dbf, .shx files it shows the following error-- the files 
are in the right directory

msDrawMap(): Image handling error. Failed to draw layer named 'states'.
msSHPOpenFile(): Unable to access file. (C:\cgi-bin/.\statesp020)
msSHPOpenFile(): Unable to access file. (C:\cgi-bin/.\data/statesp020)

do u know why?

i modified the map file to point to the shapep020 file
i tried to use shape files from different sources it all gave me the same 
error
