I'm not sure what you are referring to exactly, but the need for 
libstdc++ is not new to 4.2: it's because we compile C++ stuff into 
MapServer (mapogr.cpp, and possibly some C++ from other support libs). 
With GCC 2.9x this used to be transparent, but starting with GCC 3.x the 
Makefiles need to refer to libstdc++ explicitly.
