The font is set to "" in this style string.  Since MapServer cannot find 
a TTF font called "" in your fontset, it falls back on using bitmap 
fonts, and bitmap fonts cannot be rotated.

The simplest solution would be to create a font called "default" in your 
fontset and the styleitem auto will use that font by default and you 
should get your rotated labels.
