[Mapserver-west] Problem with running Mapserver on Windows XP home edition

All,

I am attempting to run Mapserver 4.x on my windows XP home edition computer
and have found that I an not able to display any shape files.

I see the layer in my legend image but not in the map window.

Has anyone tried this configuration and if so could you give me some help.

I am looking at setting up a simple mapserver site based on the data in the
LRDW from the BC Government site.
(www.lrdw.ca) with some custom php / pdf tricks.
