Hi Melvin, fancy meeting you here - welcome. There is definitely a simple,
free, tool for converting GML (v2) to shape files (as well as a handful of
other formats), very similar to FME. The tool I use for this is called
ogr2ogr - it is part of the command line utilities included with FWTools
(http://fwtools.maptools.org). You can get more information about the OGR
tools/libraries as well at: http://www.gdal.org/ogr/ and some examples are
available (albeit the inverse of what you need) at:
http://www.gdal.org/ogr/drv_gml.html
Several of us on this list use these tools - so fire away if you have any
questions. I also assume that Bruce Tonkin (Infrastructure Management
Services, also on this list) might be familiar with some open source tools -
he is a bit physically closer to home for you.
