[Mapserver-west] Mapserver chameleon issue- php

It sounds like you compiled (configure and make) your mapserver  
install yourself?  If so, then yes, try --with-proj.  But sometimes  
your error just means that mapserver can't find proj4 even though it  
already supports it.
