Hagen,

I would expect that there is a problem with this DLL requiring another 
DLL (use the depends.exe utility to see what is missing - 
http://www.dependencywalker.com) or that the permissions are set wrong 
on this or some other DLL that it depends on - although I think this is 
unlikely.
