The answer to your question is *no*. In a ms4w package the latest 
released php_mapscript_*.dll lives here: /ms4w/Apache/php/extensions/

However sometimes our developers may wish to release a mapserver beta 
for whatever reason. In that case there would be an ms4w package 
available for that beta instead of updating the hole ms4w utility. The 
MapServe ms4w is kind of like a software update to ms4w, where the older 
version of php_mapscript_*.dll would still be available.

Since you are install chameleon 1.99 beta 1 ms4w package you may need to 
install the php_mapscript 4.2 beta.  I hope this does not make things 
more confusing.
