Just for the sake of the mailing list record, it did appear to have s57 
support and it does indeed work.
The problem was that mapserv couldn't find the gdal/data/s57attributes.csv 
file.  I didn't know it used anything like that, so it was a good lesson 
on inter-dependencies :)   We solved the problem by using the nifty new 
CONFIG parameter in the map file.

CONFIG GDAL_DATA=C:\ms4w\apps\OpenEV_FW\data

Worked like a charm.
