Jeff / Richard, 

In order for OGR and GDAL to properly evaluate EPSG codes you
need to have the EPSG support files found in the gdal/data directory
in CVS available at the directory referenced by GDAL_DATA.  
In particular the files gcs.csv and pcs.csv, but you should really just
distribute all the files in the gdal/data directory as pretty much all of them
are important in some context.   You can just copy them from the FWTools
tree for now if you like.
