Hmm, are you trying to set up a WMS server?  The error message seems to 
say that you are trying to access a WMS layer.

For a beginner, I would recommend the "into to MapServer" workshop 
(http://ms.gis.umn.edu/community/conferences/MUM3/workshop/mapserver/), 
download the files and go through it...it'll help bigtime.
