The 'ms_ogc_workshop' is a good workshop for learning how to enable OGC 
web services through MapServer.  There is a good ppt included in the 
package which would help you understand what is meant by "OGC Web Services".

However if you are just looking for an intro tutorial using local data 
layers I recommend the "Into to MapServer" workshop from the past OSG'05 
conference
