[ms4w-users] fopen() and MS4W 1.4.0

MS4W 1.4.0 contains php 4.4.2 which has a bug in the fopen() function 
that causes a full php.exe crash when used 
(http://bugs.php.net/bug.php?id=36017).  This impacts Chameleon users 
because parts of the code uses the fopen() function (admin interface, 
wms parsing,...).

So MS4W 1.4.1 has been created that contains php 4.4.3-dev (built Feb 
19th), that contains the fopen fix.  You can decide whether it is 
necessary for you to upgrade to this release or not.

         - added GDAL_DRIVER_PATH to setenv.bat (bug 1020)
