Bill,

it seems two services are pointing to the same Apache2 executable and 
conflicting each other.

Are you able to remove the Apache2 service by only using:

httpd -k uninstall -n "Apache2"

If not, what error do you get?

You need to end up with only the Apache MS4W Web server.
