On the basis of a very quick look, You could try replacing :

> EXPRESSION /Limited Access*/

with

EXPRESSION /^Limited Access*$/

You might also get more responses with the Mapserver users list -  
MAPSERVER-USERS at LISTS.UMN.EDU

It was a tedious thing to subscribe to, but easy to use and the  
community is fantastic.
