[ms4w-users] conversion from gml to svg

can you please tell me which tool to use to convert a gml file to svg. and how to get to that tool. Is it possible throught the use of mapserver in the first place. I am new to using mapserver in fact i am not sure yet on which version i should download. I am trying to build a windows based system.
