[MS4W-Users] mod_fcgid.so on Win 2008

For custom x64 Windows builds of MS4W, I build the entire stack of
libraries in x64 release mode, including mod_fcgid.  I do not recommend
using these x32 libraries in x64 mode, please proceed at your own risk.
