[OSRS-PROJ] PROJ 4.4.4 Release

I have prepared a new PROJ.4 release, version 4.4.4.  I am issing this release
primarily to get a new version of the epsg initialization file out there.  The
one released in 4.4.3 was badly broken for all LCC projections, and any
projections with non-meter units.  Noteably, this made the state plane support
done via the epsg initialization file next to useless.

This is also intended to be the release to correspond with MapServer 3.5, and
I suppose the GDAL/OGR 1.1.5.

	* src/geocent.c: I have modified the Convert_Geodetic_To_Geocentric()
	function to clamp Latitudes just a little out of the range
	-PI/2 to PI/2 and to no longer do error checks on Longitudes since
	they will be auto-wrapped by sin() and cos().

	* nad/epsg: commited new updates with fixed units for us state plane
