[OSRS-PROJ] <Update>:Initial step ready for testing

Hello, Frans

In order to use CVS as a client you only need the client software. The
server is a remotesensing.org, I believe.
For windows, I use WinCVS (www.wincvs.org) which install easily and is no
problem to configure. We use this internally
on all our Windows machines (WinNT4, Win2k, and XP) and have done so for
years.

There are two ways to handle this - Paul can use the cvs server to install
his code, and then generate a zip file from it, or Frank can permit you to
use CVS in read-only mode (which is the way it is usually used on
SourceForge and other systems managing open source.

We'll have to wait for Frank to decide what's best in this case.
