Omry,

At one time there was some effort on a proj4j package within the GeoTools
project (pure Java).  I think that code was rolled into the general
projections package in GeoTools which I believe has evolved quite a bit over
the last couple of years. I would encourage you to take a look at it.

It likely has quite a few less projections than PROJ but it has good OpenGIS
integration and has the common projections.
