[OSRS-PROJ] pdf reference for UTM/UPS

Cleaning out my desk I surfaced a good reference for UTM/UPS, scanned
it and turned it into a 48 page pdf file (it is a DMA document and no
copyright is involved).  Unfortunately it is necessarily an image scan
and not text so it is a bit long at 2.9Mb.

It has glossary, formulary and example computations and should serve
as a good reference and arbitrator of discussions.
