Doh! You are right. I should have looked before speaking.
I tried "proj +proj=ups" at the commandline and it worked fine, but
"proj +proj=ups +no_defs" failed since there was no ellipse definition.
Try something like "+proj=ups +ellps=WGS84" as your definition instead.
