I retrieved data from the DCW server at penn state university. 

They pre-process Russia and Antarctica (so they are not available in
decimal degrees).

Can you suggest any other source for DCW data?

Charles,

To the best of my knowledge all DCW data (as distributed by NIMA
anyways) is in WGS84 decimal degrees.  What was your data source?  Why
do you think it isn't decimal degrees?  I think you are going to need to
go back to your source, or find some metadata with info.
