[OSRS-PROJ] Roussilhe Oblique Stereographic

The Polish form of the Roussilhe forward option is coded and 
syntactically
debugged.  Some problems are evident via the -V information but I have
just started.

Several of you have offered help including translations.

The biggest assistance at the moment---in fact a requirement--- is for
benchmark conversions of geographic coordinates to Polish grid
system for one of the 4 stereographic zones.  That is:

lat-lon <-> x-y that is officially recognized and the ellipsoid factors 
used.
