[Proj] libproj4 original source web page

Thanks to Verizon my web sit for distribution of the libproj4 library 
has been
changed to:

http://members.verizon.net/~vze2hc4d/proj4/

Those familiar with the old address will recognize the vanity of the 
change.

As an aside, I learned of this change from someone calling me and asking
what happened to the site.  Indeed, it had disappeared.  I guessed at 
the
name change and did locate it.  Fascinatingly irresponsible behavior of
my ISP.
