[Proj] stere/sterea and Polish "System 65" (epsg:2174)

Just a note to add to the confusion.  Libproj4 sterea is probably the 
most
common form of oblique stereographic outside of the US.  It also goes 
under
the name of "Double Projection" adjectives.  Older oblique stere seems 
to
be pretty much limited to USGS mapmaking, perhaps some applications
in areas under heavy US influence.  For polar aspect, stere is 
applicable
in all cases I am aware of including UPS.
