[Proj] proj and Dutch RD

This seemed to be a disconnected response (I have not seen Mr Evenden's
mail). I did make a mistake and wrote Dutch when I meant the
Netherlands. I did not see it until it was posted. Sorry. But the
projection in question is still RD New.
