[Proj] MGRS/USNG support?

I've made this point before, but again: MGRS and other location codes 
are different things from
the coordinates PROJ works with. The coordinates describe a point, the 
codes describe an area
(to variable precision depending on code length).

Not to say there wouldn't be room for a separate routine that converted 
UTM zone, E, and N, to
MGRS or equivalent (there is no reverse mapping)--but it should be 
separate.
