[Proj] cs2cs - epsg codes DD.mm.ss to DD.mm.ssss

MikeD,

First, PROJ.4 definately does not support a deg.min.millisecond form.

I scanned the EPSG angular units of measures codes (91xx) and didn't
see anything that looked like what you want.

I have attached the EPSG units of measure table as an EPSG if you want
to dig through it in yourself.
