[Proj] PROJ 4.6.0 Released

Hi,
great to hear that there is a new version of the PROJ library.

I would like to know if there is any news concerning the "well known  
old issue“ regarding the translation of differents angular unites (as  
I've allready mentioned some time ago) ?

And ... I wish PROJ users and devs a merry christmas :)
