[Proj] dmstor return negative value

Mr. Geldner did supply a latitude in his second letter: 53d55'49.03.
But even with this information I was not able to reproduce his answers.
I did get some negative eastings if I gave the projection engine a radian
longitude where it expected a degrees longitude, and also by setting x0 to 0
instead of the UTM value of 5e5.
It is possible that the problem at hand is a direct result of using parts of
the PROJ package instead of the whole. Initializations and
pre/postprocessing could be missed or mutilated.
