[Proj] Proj.4 and ESRI projection files...

I tried to use ShapeLibrary's shpproj, but after I type in my parameters and
press [Enter] it crashes on me... :-(

My client wants to be able to upload shapefiles that can then be displayed
on top of VE that uses an obscure Mercator projection.  Is there a way that
I can: a) Convert a projection file to a proj.4 string programmatically, or
b) Use a projection file as a source projection parameter in some utility
like ogr2ogr or the like?
