[Proj] problems with windows include

Right, I've forgot to include it.
Yes, I confirm it doesn't work.
The only solution I can suggest is to keep windows.h away of PROJ.4 
headers :-)

I never include Windows stuff in the dumb stdafx.h and then include 
stdafx.h in each .cpp file, etc. It helps to control exactly what header 
is included where.
