[Proj] Polar stereographic, different values on different

Unfortunately, with the loss of the old PROJ bug tracker, I can't review
the old bug report contents, and I don't recall the details of this problem.
I will say I see the same results you see here (that is, windows and
linux results are different), and I'm running quite recent PROJ.4 code.
So I suspect the issue is not fixed.
