[Proj] Local Level

FYI, the current version of the EPSG Guidance Note 7-2 presents the
algorithm to do this (called topocentric coordinates by the EPSG).  If this
is not in proj4 already, I would support its inclusion.  Also FYI, if the
vertical dimension of topocentric coordinates is ignored, the remaining
horizontal coordinates define the ellipsoidal orthographic projection.

Hi !
Can I convert a point from geocentric to Local Level Projection (also called
Local Tangent Plane) ?
It's only Rotation and Shift from the geocentric representation.
