[Proj] Contribution: proj.dox and Doxyfile

Hi,

to easier navigate in the PROJ4 code (using doxygen), I have created the
required proj.dox and Doxyfile files for upload into SVN (see attachments of
trac ticket: <http://trac.osgeo.org/proj/ticket/26>).
