[Proj] The trouble with grid datum correction files

Hi Evan et. al.,

What I am trying to state here is that IF you are in a position to  
prescribe the binary format of a file then prescribing big endian is  
reasonable where there is nothing else declaring the endianess.  
Furthermore whether the data is being streamed from a file or a  
network socket should be irrelevant.

However it appears that you are not in a position to prescribe the  
format of the data so I suppose my message is mute. :-)
