[Proj] C#/.NET wrapper updated...

I made a few changes to the .Net wrapper for PROJ.4 that I wrote several
years ago.

*  Fix for functions returning strings (pj_get_def, etc).  Default
marshalling could/would cause an access violation.
*  Remove all "unsafe" code.
*  Implement IDisposable interface for the Projection class.

Thanks to Stefan Löhr for bringing the string handling bug to my
attention.
