[Proj] Geos projection with flipped axis

Hi all,

I'm having a discussion with someone working on the GOES-R satellite,
and the differences with the Meteosat series satellites.
The native projection of the image captured by the Meteosat satellite is
described in the CGMS'03 and is implemented in proj.4 as the "geos"
projection. Looking at the details, the Meteosat imager rotates first in
the horizontal plane then rotates up or down. The GOES-R satellite
however rotates first in the vertical plane and then rotates east or west.
Now, the two projection are very similar I think, it's just a matter of
swapping two axis. However, it looks like the +axis parameter is not
implemented in the geos projection.
Am I mistaken ? Or would it be possible to implement +axis for geos ? Or
is there another way to do what I describe using the geos projection ?
