[Proj] PROJ 4.8.0 Released

  I am pleased to announce the release of PROJ 4.8.0.

I have:

  updated the proj entry in pkgsrc to 4.8.0 (and proj-datumgrid-1.5).

  verified that proj's regression tests pass (on NetBSD/i386 5.1ish)

  verified that postgis 1.5.3's regression tests pass with proj 4.8.0

  verified that postgis trunk's regression tests (including raster and
  topology) pass with proj 4.8.0
