[Proj] nmake.opt note for 4.8.0...

Hi,

Just a small point about building PROJ 4.8.0 for Windows:

The nmake.opt file distributed with PROJ 4.8.0 looks like this for the
non-debug case:

OPTFLAGS= /nologo /Ox /Op /MD

Note that the /Op option was removed after VS 2003, which means that you'll
get a "ignoring unknown options '/Op'" warning
for any of the four newer compilers.  I suggest it be removed from future
updates.
