[Proj] EASE Grid Projection

Hi Mateusz:

PROJ.4 does support EASE-Grid:

EASE-Grid North  - EPSG 3408 http://nsidc.org/data/atlas/epsg_3408.html
EASE-Grid South  - EPSG 3409 http://nsidc.org/data/atlas/epsg_3409.html
EASE-Grid Global - EPSG 3410 http://nsidc.org/data/atlas/epsg_3410.html

PROJ.4 also supports EASE-Grid 2.0 (see http://www.mdpi.com/2220-9964/1/1/32):

EASE-Grid 2.0 North  - EPSG 3973 http://nsidc.org/data/atlas/epsg_3973.html
EASE-Grid 2.0 South  - EPSG 3974 http://nsidc.org/data/atlas/epsg_3974.html
EASE-Grid 2.0 Global - EPSG 3975 http://nsidc.org/data/atlas/epsg_3975.html
Note that PROJ 4.8.0 or higher is required for EASE-Grid 2.0 Global due to a bug 
in earlier versions of PROJ.
