[Proj] first pass website complete

Hi all: update on original proposal [1]: first pass is at
http://osgeo.github.io/proj.4/
(see gh-pages branch [2]).  Comments/suggestions/improvements welcome.

I'll start working on the docs setup (help wanted!) once folks are
comfortable with the new web presence.
