For clarification (and because I will never, ever understand libtool versioning), what should the soname be for Proj 4.9.2?

* 10:0:0 (current for RC2)
* 10:0:1 
* 9:1:0

I'm happy to issue a new RC if we need to, but the maintainers need to agree on what the value should be.
