[Proj] Proj.4 4.9.3 RC3 Released

Proj.4 4.9.2 RC3 is now available for testing. Please download it from

It includes a single change of SOVERSION to 10:0:1 as requested by the maintainers.

Additionally, I have retagged 4.9.2 in git, and I pushed a 4.9.2-maintenance branch should any more issues come up.
