[Proj] Proj 4.9.3 RC3 Released

Proj 4.9.3 RC3 is now available. The following updates were made since RC2:

- self-test is opt-in rather than opt-out (means smaller binaries by default) https://github.com/OSGeo/proj.4/pull/405
- whitespace normalization https://github.com/OSGeo/proj.4/pull/402
- healpix init https://github.com/OSGeo/proj.4/pull/399
- Times projection implementation https://github.com/OSGeo/proj.4/pull/400
- GIGS test update https://github.com/OSGeo/proj.4/pull/386

Should no significant issues be found in the next few days, I will put forward this release to the MetaCRS committee for a release vote.
